Really neat idea on how to make your own Kitchen Compost bin.
My work doesn't use big plastic bins like this, however the recycle bin may have one!!!!

Another idea would be to possible buy a plastic container from a Dollar Tree or Dollar General, use brads or hot glue to attach the filters. Filters can be found at the Pet Store in the Kitty Litter section.
